help? tuning problems on M108 flat

M108 antenna tuned 1.1 on ch 1 and 1.2 on ch 40 with MFJ 259B with the actual coax to be used when antenna is up on tower...
ok the antenna was 10' off the ground when tuned nothing around it for at least 30-40 feet.
Put antenna on top of tower then checked again with MFJ 259B 1.7
I thought the tuning was supposed to be MUCH better when set back on the tower ???
Anyone know how to fix this or the possible cause ?
Yes the antenna and tower is grounded..
Why would the beam antenna tune great on 10 foot from ground and when on tower go up high like that ???

Is there anything near the antenna when its up on the tower? Power lines, trees, buildings, etc.?

i have read a few times that the frequency of minimum swr goes down when u put an antenna higher up. i think its true as u put up a maco m-106 2 weeks ago. i tuned it flatside on a 6 foot tall metal pole. i mainly talk on channel 6 (ok, i try to talk on 6,lol) 26, 28,20, will be trying more 11. so i tuned the antenna to channel 16, pretty much right in the middle. 1.2 swr on ch. 16. ch. 16 was the low point on the needle when i swept the mfj 259b. now that its 38 feet in the friggin air and i cannot get to it to adjust it (how about you? hope u are lucky enough to have a crankup) the lowest frequency on the meter is channel 6. i guess it could be worse, lol. what is your lowest point/freq of swr? 209
