Magnum Raptor II Low output

I have a Magnum Raptor II. This unit does not come anywhere near rated output with the power control switches in any position. With both switches in low there is now audio. RMS power is 0.4-2.0 Watts depending on switch position and peak power is 4.0-10.0 Watts. Already replaced the low power driver and even subbed in an IRF520 in place of the ERF2030 in the radio for testing. High power final (the RFX-75) does not appear compromised in anyway. Anyone dealt with this before?
