With help I found the problem It was a 22K smd resistor added to IC5 Phase Comparator by the factory by mistake. I used the correct alignment procedure, It has some failed part that is causing this. I had another radio the same kind here it was modded for 11 Meters and it was clean all get out.

Well yes and no on the heating ... the bigger wattage resistors will take the heat better but dissipating say 10 watts is 10 watts and heat is heat unless you go so over board they never warm up at all but that's a big resistor. The bigger ones will not get to the flame on part so that will help in ...

if you do the dual control and short R174 it defeats the purpose of the fine tune, even the slightest touch slides it to far off.
I never short R174 it kills the circuit at full CCW R174 is there is keep D51 from being at 100% positive or ground potential. JMO

If you want that much slide do the 10Khz jump mod. If you unlock the clarafier don't short the resistor they tell you to or it will get temp drifty. If it is the newer 148 usb will not center up. Elflow states the specs are 16 watts output the specs for the 1969 and the 2312 was 18 watts output

No once you get bit by the bug your at it for life lol But you get a good sig gen and a rubidium standard you will do more with it than the counter most of the time. I use my counter very little now

A scope and spot on signal generator can be more accurate than most counters. A sig gen to channel 1 for trigger and device signal under test for compare and adjust. I worked on a few of these not a big fan of the design and the scan feature scans for open channels not busy ones now a days most are open and it is hard to get the scan to work.

I wouldn't mind having a scan of the service manual for the Console V on hand.

Those radios are notorious for plate through hole issues. To populate the smaller board they used double sided boards where the components on top cover the part number and traces run under caps and such that you can't get to easy. If you are reading 27Mhz on other modes AM and USB and 35MHz on the counter in LSB then it is not getting the LSB 7 MHz offset freq. Got one that he no rx or tx seems to be out of lock
Pll is good tested in other radio
xtal 10.240Mhz is there and working
Pulling the pll out lets it go into tx mode

Been a while since i last visited this issue and still no luck, took out the voice lock mod back to factory and still it spurs every 10khz and it does it with precision lol.

I have changed FL1 and FL3 with no change put a choke in L33 where one shows on the schematic but not in the radio was never installed none of it seemed to help. They are sure secretive about these turbos and eagles as far as tech info goes few and far between.

I have had some say the audio is set up to high that's why it splatters but how would that effect the rx doing the same thing picking up 3 channels either direction perfectly clear? I put mine on a spectrum analyzer and it spurs all over the place strange part it doesn't spur bad on the harmonics lol

A cold solder joint is most likely or a crack in the trace, there are some used pins best to do the poke test using a eraser or plastic stick on the solder side till you home in the trouble spot then reflow the joint.

When you get it working check sideband audio tx and rx for garbled audio or an under water sound you can't tune out also watch for band splatter you tx or rx on say ch20 and can be heard 3 channels in either direction and for spurs that go way up into the ham band ...
